UP Government: No Salary for 68,000 Non-Compliant Employees


To enforce transparency and curb corruption, the UP government has suspended the January salaries of 68,236 state employees.
The directive, issued by Chief Secretary S.P. Goyal under the leadership of Chief Minister Yogi Adityanath, targets personnel who failed to disclose their movable and immovable assets by the mandatory deadline of January 31, 2026.
Mandatory Asset Disclosure on Manav Sampada
The state government had issued a stern ultimatum requiring all 8.66 lakh employees to upload details of their property acquired up to December 31, 2025, onto the Manav Sampada portal.
While the majority complied, over 68,000 staffers missed the cut-off. Major departments affected by this non-compliance include Public Works (PWD), Revenue, Education, Health, and Social Welfare.
Breakdown of Non-Compliant Staff in UP Government
The salary freeze impacts a wide spectrum of the bureaucracy, though Group C employees form the largest chunk of the defaulters:
- Group C (Class III): 34,926 employees
- Group D (Class IV): 22,624 employees
- Group B (Class II): 7,204 officers
- Group A (Class I): 2,628 high-ranking officers
Strict Consequences Beyond Salary Freeze
The government has clarified that withholding salaries is merely the first step.
According to the official order, non-compliant employees will also be barred from promotions in any Departmental Promotion Committee (DPC) meetings held after February 1, 2026.
Furthermore, persistent failure to upload asset details may lead to formal disciplinary inquiries and adverse entries in their permanent service records.
A Zero-Tolerance Policy Toward Corruption in UP
This move reinforces CM Yogi Adityanath’s “Zero-Tolerance” policy against corruption.
By making asset disclosure a binding condition of service, the administration aims to identify disproportionate assets and bring accountability to public service.
Sources indicate that salaries will only be released in subsequent cycles once the verification of the uploaded data is completed.
The government has warned that providing false information on the portal will attract even more severe legal and departmental penalties.
