The start of the 2026-27 fiscal year marks a major overhaul for the Permanent Account Number (PAN Card) system in India.

Coinciding with the implementation of the Income Tax Act, 2025, the government has introduced “PAN 2.0,” featuring a digital-first approach, stricter documentation, and revised transaction thresholds that every taxpayer must navigate to remain compliant.

PAN Card Upgrade The End of Aadhaar-Only Applications

The most significant shift for new applicants is the removal of the simplified “Aadhaar-only” route.

While taxpayers could previously obtain an instant e-PAN using just their Aadhaar number, as of April 1, 2026, additional supporting documents are mandatory.

Applicants must now provide separate proof of Date of Birth (DOB). Accepted documents include a birth certificate, Class 10 marksheet, passport, or voter ID.

This move aims to eliminate data mismatches and ensure higher identity integrity within the tax database.

Introduction of Category-Specific Forms

The standard Form 49A and 49AA have been retired. Under the Income Tax Rules, 2026, the department has launched specialized forms based on the applicant’s status:

  • Form No. 93: For Indian individuals.
  • Form No. 94: For Indian non-individual entities (Companies/HUF).
  • Form No. 95 & 96: For foreign individuals and entities.

Revised High-Value Transaction Thresholds for Pan Card

To simplify compliance for mid-sized transactions while tightening monitoring on large cash flows, the quoting limits for PAN have been updated:

  • Cash Deposits/Withdrawals: PAN is now required if total transactions reach ₹10 lakh in a financial year, replacing the old ₹50,000-per-day rule.
  • Real Estate: The threshold for quoting PAN in immovable property deals has doubled from ₹10 lakh to ₹20 lakh.
  • Motor Vehicles: PAN is now mandatory only if the vehicle price exceeds ₹5 lakh (previously required for all vehicle types).

PAN 2.0: Upgraded Security Features

Existing PAN cardholders are being encouraged to upgrade to the PAN 2.0 version.

These new physical and digital cards feature a Dynamic QR Code for instant, paperless verification.

While old cards remain valid, the 2.0 system integrates real-time data validation and advanced analytics to combat identity fraud.
