OpenAI Floats “Public Wealth Fund” to Distribute Profits

OpenAI has unveiled a sweeping policy framework designed to navigate the socioeconomic disruptions of the “Intelligence Age.”

In a series of provocative proposals, the AI giant suggests that the rapid advancement of artificial intelligence necessitates a fundamental rewrite of the global social contract.

The vision addresses the potential for mass labor displacement and concentrated wealth.

It advocates for shortened work weeks, taxes on automated labor, and collective ownership of AI gains.

Redefining Labor: The Rise of the Four-Day Work Week

Central to OpenAI’s proposal is the transition to a mandatory four-day work week.

As AI agents increasingly handle cognitive and administrative tasks, OpenAI argues that “human productivity” should no longer be tied to traditional 40-hour cycles.

By reducing standard working hours, the policy aims to redistribute available work among a larger pool of people.

This shift allows individuals to benefit from AI efficiency gains through increased leisure and creative pursuits.

OpenAI “Robot Tax” and Public Wealth Funds

To address the potential erosion of the income tax base, OpenAI has floated the concept of “taxes on robots” or automated systems.

Rather than taxing human labor, governments would levy fees on the compute power or economic output generated by AI.

These revenues would be funneled into a “Public Wealth Fund”—a national or global sovereign fund that holds equity in leading AI companies.

This model suggests a shift toward a “Universal Basic Income” (UBI) alternative, where citizens receive regular dividends from the collective success of AI technology, ensuring that the benefits of superintelligence are not hoarded by a handful of corporations.

Governance in the Intelligence Age

The blueprint also stresses the need for “agile regulation.”

OpenAI suggests that traditional, slow-moving legislative processes cannot handle the exponential pace of AI development.

The proposed policy advocates for a global oversight body to manage “frontier risks.”

It also seeks to ensure that Intelligence Age infrastructure, such as data centers and energy grids, remains a public-interest priority.

Critics argue the proposals are a preemptive move to ward off stricter antitrust actions. However, OpenAI maintains these ideas are essential to prevent the “Intelligence Age” from becoming an era of unprecedented inequality.
