The 8th Pay Commission Could Triple Your Minimum Basic Pay

8th Pay Commission (CPC) has entered a critical consultation phase as of April 2026, setting the stage for a massive overhaul of the compensation structure for over 1.2 crore central government employees and pensioners. 

With a formal implementation target of January 1, 2026, the Commission is currently navigating a high-stakes dialogue with employee unions, most notably the National Council – Joint Consultative Machinery (NC-JCM).

The OPS vs. NPS Battlefront

The most contentious issue remains the restoration of the Old Pension Scheme (OPS). 

In a formal letter dated April 1, 2026, the NC-JCM urged the Commission to allow stakeholders to submit specific views on transitioning away from the contributory National Pension System (NPS) and the recently introduced Unified Pension Scheme (UPS). 

Unions argue that employees should not be subjected to market-linked risks and are pushing for a return to the non-contributory pension framework under the CCS (Pension) Rules.

Fitment Factor and Salary Projections Under 8th Pay Commission

To counter inflationary pressures, employee bodies are demanding a fitment factor of at least 3.00, with some federations pushing for 3.25 for senior levels

If accepted, this could see the minimum basic pay jump from ₹18,000 to approximately ₹54,000–₹57,000.

While expert projections suggest a more conservative multiplier between 1.92 and 2.85, employees are optimistic that the final recommendations will result in a 25–35% overall salary hike.

8th Pay Commission Expanding the Consultation Scope

The Commission has initiated a multi-layered outreach program, including:

  • Regional Visits: A dedicated team will visit Dehradun on April 24, 2026, to interact directly with local unions and institutions.
  • Questionnaire Updates: Following union feedback, the Commission has reportedly increased the response word limit and attachment sizes on its digital portal to facilitate more detailed submissions.
  • Deadline Extensions: Groups are currently requesting an extension for department-specific memorandums until May 31, 2026, to ensure comprehensive feedback from various cadres.

Focus on Women’s Welfare and Pensioner Parity

Beyond pay scales, the 8th CPC is being urged to address women-specific welfare, including menstrual leave and enhanced maternity benefits. 

For the 69 lakh pensioners, the 8th Pay Commission focuses on achieving pension parity and restoring the commuted value of pensions, ensuring that the new economic landscape does not leave behind those who retired decades ago.
