TCS Explores Expansion in Uttar Pradesh and GCC Opportunities

Uttar Pradesh Chief Minister, Yogi Adityanath met Tata Consultancy Services (TCS) and Tata Sons Chairman N. Chandrasekaran to review the Tata group’s ongoing projects in the state and explore future collaboration opportunities.

According to a state government statement, the discussions covered both current initiatives and prospective proposals, reflecting the state’s broader push to attract long-term investments in high-growth and technology-driven sectors.

While no timelines or investment figures were disclosed, the meeting underscored Uttar Pradesh’s intent to deepen its engagement with one of India’s largest and most diversified conglomerates.

Focus on AI, IT and the Digital Economy

A key highlight of the discussions was the proposal for an “AI City” in Lucknow. The state government said the initiative is envisioned as a hub for AI-led innovation, startups and digital tools, with potential employment generation in technology services.

However, details such as land allocation, implementation framework, incentives and project timelines were not shared, leaving the proposal at a preliminary stage.

Beyond AI, the two sides explored collaboration across IT services, electronics, cybersecurity and the wider digital economy, aligning with Uttar Pradesh’s ambition to emerge as a technology-enabled growth engine.

IT Services Expansion and GCC Opportunities

The meeting also reviewed plans for expanding Tata Consultancy Services (TCS) operations in Uttar Pradesh.

Discussions included proposed workforce expansion at TCS facilities in Lucknow and Noida, potentially increasing employee strength from around 16,000 to approximately 30,000, along with plans linked to Varanasi.

In addition, the possibility of establishing a Global Capability Centre (GCC) in the state was explored. GCCs, which provide shared services and advanced technology support for global enterprises, are increasingly seen as a catalyst for high-skill job creation and services-led economic growth.

Skill Development and Talent Ecosystem Building

Skill development formed an important part of the discussions. Progress on a ₹48 crore Centre of Excellence in Gorakhpur was reviewed, with the facility expected to focus on technical training and capacity-building for youth in eastern Uttar Pradesh.

The government also referred to a memorandum of understanding involving IIT Kanpur, aimed at strengthening workforce readiness in future-facing domains.

Proposed training areas include artificial intelligence, data science, cybersecurity, 3D printing, drones and space technology, reflecting an effort to align education and skills with evolving industry requirements.

Manufacturing, EVs and Defence Investments

On the manufacturing front, Tata group representatives expressed interest in scaling investments in electronics production, including mobile devices and electronic components.

The statement also mentioned a Tata group memorandum of understanding with Intel, positioning it as part of efforts to strengthen the electronics manufacturing ecosystem in the state.

Discussions extended to electric mobility, covering opportunities linked to electric buses and other EV models.

Defence manufacturing was another key area, with references to Uttar Pradesh Defence Industrial Corridor and potential investments in drones, missiles and defence vehicles, including projects linked to the Jhansi node.

The state reiterated its commitment to stable policies, transparent processes and an enabling business environment to support such investments.
