Railways and Aviation Partner for New Training Hub

Union Railways Minister Ashwini Vaishnaw has proposed the establishment of a Centre of Excellence (CoE) for Manufacturing Technology.
The announcement was made on March 30, 2026, during a high-profile event focused on revamping training standards for high-precision sectors, including aviation, railways, and marine engineering.
Gati Shakti Vishwavidyalaya as the Hub
The proposed Centre of Excellence will be housed at Gati Shakti Vishwavidyalaya (GSV) in Vadodara, Gujarat.
The Ministry of Railways established GSV in 2022 as a central university to provide demand-driven curricula for the transportation and logistics sectors.
Minister Vaishnaw emphasized that this new center would focus on “precision manufacturing.”
This is a critical requirement for India’s growing electronics and defense industries.
He has instructed senior officials to develop a blueprint that aligns with the elite training standards of developed nations such as Germany, the U.S., and Japan.

Railways Minister Targeting Global Standards and Scale
A key objective of the CoE is to produce a “future-ready” workforce at scale.
Minister Vaishnaw set an ambitious target of training at least 1,000 students annually in advanced manufacturing courses.
To achieve this, the initiative will seek deep collaboration with industry leaders and global experts.
“There will be no fund constraints for setting up these precision manufacturing centers,” the Minister stated, highlighting the government’s commitment to building a superior human capital pipeline for “Atmanirbhar Bharat.”
Historic MoU with DGCA for Aviation Skills
The proposal coincided with a landmark Memorandum of Understanding (MoU) between GSV and the Directorate General of Civil Aviation (DGCA).
This partnership will introduce a specialized three-year B.Sc. curriculum in Aircraft Maintenance Engineering (AME).+
Civil Aviation Minister K. Ram Mohan Naidu, who was also present, noted that India’s aviation sector is growing at 10–12% annually.
The collaboration aims to transform the Maintenance, Repair, and Overhaul (MRO) sector into a highly aspirational career path for Indian youth.
It achieves this by integrating academic depth with regulatory compliance.
