
The National e-Governance Division (NeGD) has empanelled six technology firms including TCS to lead AI deployment across government departments.
Tata Consultancy Services (TCS) joins a specialized group of partners, including Innefu Labs, CoRover, Cactus Communications, Kyndryl Solutions, and NEC Corporation, to execute the Centre’s ambitious AI roadmap over the next two years.
TCS, Innefu Labs, Others: A Competitive Race for Public Sector AI
The empanelment follows a rigorous selection process that saw participation from over 80 companies.
Global consulting giants such as Deloitte, PwC, and EY, alongside specialized firms like Fractal Analytics and Jio Haptik, missed the final shortlist finalized in early 2026.
The selection was heavily influenced by a “price discovery” model, with Innefu Labs emerging as the lowest bidder (L1) at approximately ₹40 lakh per month for on-demand AI personnel.
TCS followed closely as the second-lowest bidder at ₹42 lakh per month.

Building an On-Demand AI Workforce
The primary objective of this initiative is to eliminate the talent shortage that has traditionally slowed digital execution.
By creating a standardized “talent marketplace,” the government can now deploy specialized data scientists and machine learning experts into various ministries on demand.
These experts will be responsible for:
- Developing and fine-tuning sovereign AI models.
- Building conversational AI assistants for citizen-facing platforms like UMANG and DigiLocker.
- Running pilot programs for predictive analytics and process optimization.
- Deploying critical inference infrastructure for real-time applications.
Boosting Inclusion and Efficiency
The move aligns with broader MeitY initiatives such as Bhashini, which focuses on real-time language translation, and AIKosh, a centralized dataset repository.
By centralizing procurement and standardizing pricing, the government aims to reduce costs and ensure that high-quality AI solutions are accessible even to smaller departments.
Industry experts believe this framework will finally bridge the gap between India’s immense AI ambition and real-world execution.
This will make governance more inclusive and efficient for millions of citizens.
