8th Pay Commission Meets Railway, Defence Bodies May 13-14

The 8th Central Pay Commission (CPC) will hold consultations with Delhi-registered institutions, organisations, and unions linked to the Ministry of Railways and the Ministry of Defence on May 13 and 14, 2026, as part of its ongoing talks with stakeholders.

As per official communication, interested stakeholders, including employee unions and associations, can request appointments through the NIC Forms Portal by May 10. Applicants must provide the unique “Memo ID” generated while submitting their memorandum to the Commission.

The Commission said that complete details about the venue and meeting timings will be shared separately with confirmed participants. It also said that additional consultation meetings in Delhi are under planning, and updates will be posted on the Commission’s official portal.

Key Significance of the Consultations

The scheduled meetings are expected to give railway and defence employee groups, pensioners’ associations, and staff unions a formal platform to place their concerns and suggestions directly before the 8th CPC leadership.

Stakeholders are expected to raise matters linked to pay scales, fitment factor changes, pensions, allowances, and overall service conditions. The Commission is likely to review these submissions while preparing recommendations for future salary and pension changes for central government employees and retirees.

Participants may also present detailed policy suggestions related to compensation structure and retirement benefits. Feedback collected during these consultations is expected to play a major role in preparing the Commission’s final recommendations.

About the 8th Central Pay Commission

The Government set up the 8th Central Pay Commission on November 3, 2025, to review issues related to salary revisions, pension structure, and the fitment factor for central government employees and pensioners.

At present, the Commission is in the stage of collecting memorandums and consulting stakeholders. After completing discussions with employee bodies and unions, the panel is expected to begin drafting its report. The final report is likely to be submitted around 18 months after the Commission was formed.

NC-JCM Meeting Marks Beginning of Formal Consultations

In a related update, the Commission held its first meeting with the National Council–Joint Consultative Machinery (NC-JCM) on April 28, 2026. The meeting marked the formal start of the Commission’s consultation process with employee representatives and pensioner organisations.

The discussions reportedly focused on service conditions, allowances, and welfare concerns of central government employees and retired staff as the Commission continues its early review work.

Government Recently Approved 2% DA Hike

Separately, the Union Cabinet in April approved a 2% increase in dearness allowance (DA) for central government employees and dearness relief (DR) for pensioners.

The increase raised the DA/DR rate from 58% to 60% of Basic Pay and Pension, respectively. According to the government, the decision will have an estimated financial impact of ₹6,791 crore and benefit more than 50 lakh employees and over 68 lakh pensioners.

The increase was implemented under the current formula based on the recommendations of the 7th Central Pay Commission.
