Tamil Nadu Government Makes Face-ID Attendance Mandatory

In a major push toward administrative modernization and workplace discipline, the Tamil Nadu government has launched a mandatory biometric and facial recognition attendance system (FRAS) for its Human Resources Management Department.

Effective June 1, 2026, the directive requires all officers and employees at the State Secretariat to log their daily attendance through advanced digital verification.
The Anatomy of the New Attendance Mandate
According to an official department circular issued by Deputy Secretary S. Thankapappa—under directives from the Principal Secretary—the new system establishes strict parameters for government employees.
Staff must report to duty and complete their digital Face-ID and biometric clock-in before 10:00 AM.

To ensure a seamless operational transition and maintain historical backups, the government has directed staff to maintain traditional manual registers alongside the new electronic mechanism until further notice.
Employees must also wear their official identity cards at all times within the Secretariat premises.
Curtailing Tardiness and Driving Efficiency
The rollout follows growing concerns and complaints from Secretariat sources regarding chronic tardiness and late arrivals among specific personnel.

While manual systems allowed employees to bypass strict shift timings, the facial recognition software offers a tamper-resistant, real-time mechanism that effectively eliminates proxy attendance.
Interestingly, the technology had previously undergone a brief trial phase where it was temporarily halted due to employee objections and operational concerns.
Following thorough reviews and system optimizations, the government proceeded with a full-scale launch.
A Phased Blueprint for Statewide Governance
This initiative marks the first time that automated facial authentication has been integrated into the state’s Human Resource Management platform.
Officials confirmed that the HR department is acting as the pilot vertical for this technology.
Following an evaluation of its administrative success, the state government plans to expand facial recognition attendance to other Secretariat departments in a phased manner over the coming months.
