12 Years of Pension Reforms: Improved Efficiency and Faster Pension Delivery

Over the past 12 years, the Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances and Pensions, Government of India, has strengthened the delivery of Pension Reforms through continuous digital transformation.

At the centre of this transformation is ‘Bhavishya’, a centralized end-to-end pension processing system designed to improve transparency, reduce delays, and ensure timely pension settlement for Central Government employees.
Aligning with Pension Reforms, Bhavishya has been mandatory for all central civil Ministries and Departments since 1 January 2017. At present, 99 Ministries and Departments, 1,041 offices, and 9,765 DDOs are onboarded on the platform.
As of 19 June 2026, it has enabled the issuance of 3,28,116 Pension Payment Orders (PPOs), significantly improving efficiency and reducing manual errors in pension processing.
Improved Efficiency and Faster Pension Delivery

The platform has played a key role in reducing processing timelines and improving service quality. Currently, 73% of superannuation PPOs are issued on time, while 69% of family pension PPOs in in-service death cases are processed within six months.
The average PPO issuance time has been reduced to 64 days, marking a significant improvement in pension settlement efficiency.
Bhavishya’s impact in strengthening digital governance was also recognised when it secured the 3rd rank in the National e-Governance Service Delivery Assessment (NeSDA) 2021.
Simplified Pension Process with Form 6-A
A major reform milestone is the introduction of the New Simplified Pension Application Form 6-A, notified on 16 July 2024, leading to amendments in CCS (Pension) Rules, 2021.

Integrated with Bhavishya, the form enables a single e-sign-based application, simplifying the retirement process for employees.
So far, more than 64,000 retiring officials have submitted their pension applications through Form 6-A on the platform, supporting faster and more seamless onboarding into the pension system.
Seamless Integration for Post-Retirement Services
Bhavishya has also been integrated with key service platforms to ensure smooth post-retirement support. Its integration with the Central Government Health Scheme (CGHS) ensures uninterrupted medical coverage from the day of retirement.
Additionally, linkage with 11 banks, covering nearly 92% of pensioners, enables easy access to services such as pension slips, income tax certificates, due-and-drawn statements, and Digital Life Certificate status.
These integrations enhance transparency, convenience, and end-to-end service delivery for pensioners across the country.
