UP Cabinet Approves U-Hub Deep-Tech Innovation Centres in Lucknow and Noida

The Uttar Pradesh Cabinet has approved the establishment of U-Hub, a dedicated deep-tech innovation and entrepreneurship platform with centres in Lucknow and Noida.

The initiative aims to strengthen the state’s innovation ecosystem by bringing together startups, researchers, industry, investors and academic institutions to accelerate the development of advanced technologies.

Approximately ₹387.5 crore will be invested in the project over the next three years. The state government has made an initial budget provision of ₹100 crore for FY 2026-27 to launch the project.

The U-Hubs are expected to support research, technology commercialisation and startup growth while positioning Uttar Pradesh as a key destination for deep-tech innovation.

Focus on Emerging Technologies

The two U-Hubs will have distinct areas of focus. The Noida centre will work on quantum and advanced computing, semiconductor design, robotics, physical AI, defence technology and advanced biotechnology.

The Lucknow centre will focus on application-led artificial intelligence, including GovTech, industrial AI, healthcare technologies, AI-enabled diagnostics and agri-biotechnology.

In the first phase, both Lucknow and Noida will each develop 25,000 square feet of innovation space. In the long term, permanent campuses spanning 400,000 square feet in Noida and 200,000 square feet in Lucknow will be established.

According to the state government, the hubs will provide startups with access to advanced infrastructure, research support, industry partnerships and investment networks.

The objective is to help innovators convert research into commercially viable products while encouraging greater collaboration between academia and industry.

The project will be implemented in phases, allowing the ecosystem to expand as more startups, researchers and technology partners join the initiative.

Initiative May Support Future Employment

Although the government has not announced any specific hiring targets, the initiative is expected to generate employment opportunities as deep-tech startups and research-led enterprises grow.

The U-Hubs could create demand for professionals in artificial intelligence, semiconductor design, robotics, biotechnology, data science, cybersecurity, product engineering and research.

Indirect employment may also increase through startup incubation, technology consulting, intellectual property services, venture capital support and innovation-led manufacturing.

As startups develop and commercialise new technologies, additional opportunities could emerge in product development, business operations, sales, marketing and technical support.

Boost to Uttar Pradesh’s Innovation Ambitions

The approval of U-Hub reflects Uttar Pradesh’s broader efforts to build a stronger technology and startup ecosystem.

By creating dedicated centres for deep-tech innovation, the state aims to attract investment, encourage entrepreneurship and support the development of high-value technologies that can contribute to long-term economic growth.

If implemented successfully, the initiative could help bridge the gap between research institutions and industry while providing startups with the resources needed to scale innovative products and solutions.
