TCS Wins Rs. 122.6 Crore Odisha Deal to Build OSWAS 3.0

Tata Consultancy Services (TCS) has won a ₹122.6 crore contract to implement the next phase of the Odisha State Workflow Automation System (OSWAS) 3.0, extending its partnership with the Government of Odisha by around six years.

The new system will provide government departments with a common digital workplace for file processing, electronic approvals, real-time tracking and access to official records.

The platform will be powered by TCS DigiBOLT and will bring workflow automation, system integration, analytics, security and AI-enabled capabilities onto a common digital platform.

OSWAS 3.0 to Support Paperless Governance

OSWAS has been used by the Odisha government since 2009 to reduce paper-based filing and manual follow-ups. According to TCS, the existing system supports more than 4,600 government offices and nearly 50,000 users across the state.

The new OSWAS 3.0 platform will use a microservices-based architecture and will include AI-enabled capabilities, enhanced security and a mobile-first design. It will also support the Odia language and integrate with other government applications.

Vishal Kumar Dev, IAS, Additional Chief Secretary to the Government, E&IT Department, Government of Odisha, and Chairman, Odisha Computer Application Centre (OCAC), said OSWAS 3.0 will build on the existing digital governance platform with modern architecture, AI, improved security, interoperability and web accessibility.

According to the state government, the upgraded platform is expected to simplify routine administrative work and support faster decision-making.

Odisha’s paperless administration journey through OSWAS began in 2009, when TCS introduced OSWAS 1.0 for digital file processing and official correspondence within the Odisha Secretariat.

OSWAS 2.0 was introduced in 2018 with upgraded technology, infrastructure and a wider rollout across directorates, districts and corporations.

Sushil Jain, Head-Public Services India, TCS, said OSWAS 3.0 will provide a more secure, scalable and mobile-first platform, helping officials work with greater visibility and supporting a more connected administration.

TCS has also worked with the Odisha government on initiatives including the Odisha Birth and Death Registration System, Mission Shakti’s women Self Help Group interest-subvention processes, the Integrated Financial Management System and the Odisha Judicial Workflow Automation System (OJWAS) for the High Court of Orissa.
