Delhi Govt Announces 50% WFH, Double Parking Fees From November 1

The Delhi government has announced a set of measures to curb winter air pollution, including 50% work-from-home for employees in government and private offices, double parking charges and staggered office timings.

The measures will take effect from November 1 under Delhi’s permanent Winter Pollution Action Plan.

The framework will operate every year from November 1 to February 28, covering workplaces, vehicles, parking and construction activities.

Delhi Chief Minister Rekha Gupta held a meeting at Paryavaran Bhawan on Monday in the presence of Union Environment Minister Bhupender Yadav and Delhi Food and Supplies Minister Manjinder Singh Sirsa to review pollution-control measures.

“Clean air remains a year-round priority for the Delhi Government,” the Chief Minister’s Office said in a post on X, adding that action is being taken across major pollution sources through enforcement, monitoring and coordination among departments.

Key Measures From November 1

• 50% Work From Home: Government and private offices will have 50% of their workforce working from home, with the remaining 50% working from office.
• Staggered Office Timings: Municipal Corporation of Delhi offices will operate from 8:30 am to 5 pm, while Delhi government offices will function from 10 am to 6:30 pm.
• Carpooling and Public Transport: Private offices have been asked to encourage carpooling, ride-sharing and the use of public transport to reduce private vehicle movement.
• Double Parking Charges: Parking charges at authorised parking sites will be doubled from November 1, 2026, to February 28, 2027. Parking facilities operated by DMRC will be exempt.
• Construction Restrictions: Dust-generating demolition work and outdoor civil construction activities will be prohibited from November 1 to January 31.
• Complete Construction Ban: A complete ban on construction and demolition activities will apply from December 10 to January 20, subject to exemptions for specified essential and emergency projects.
• Essential Services: Essential and emergency services will be exempt from applicable workplace restrictions.

What It Means for HR and Employers

The 50% work-from-home requirement will have a direct impact on organisations operating in Delhi. HR teams will need to plan office rosters, team schedules, remote-working arrangements and employee communication before the measures take effect.

Companies may also need to review employee transport arrangements and encourage public transport, carpooling and ride-sharing during the winter period.

The Winter Pollution Action Plan is intended to provide a recurring framework for managing Delhi’s winter pollution, with the measures applying each year from November 1 to February 28.
